A Garland from connected Balloons and Tassels

Connecting balloons have an elongated piece of rubber opposite the mouth piece. The garland is made by tying the balloons together using the elongated piece. Twist a tassel around the knot between the balloons. Continue until the desired length of the garland is reached.
